What Does a Fractional HR Executive Actually Do?

Let me grant the fair assumption first. When owners hear "fractional HR," most picture someone tidying the handbook, running onboarding, and keeping the files audit-ready. That work is real and it matters.

But that is HR administration, and it is not what you are paying a leader for. So what does a fractional HR executive do that a coordinator cannot? They make the calls that only get made well at the top, and they make them before the problem lands in a lawyer's inbox.

I will be honest about my own trade here. HR has spent years marketing itself as the department of policies and posters, mine included, and then wondered why owners treat it as overhead. The leadership version of the job is a different animal.

What does a fractional HR executive do day to day?

Think of it as five jobs that admin HR never touches.

People strategy. Deciding what roles the next 12 to 24 months actually need, and in what order, so you are not hiring to fill a seat and regretting it two quarters later.

Compensation design. Building pay bands that survive a promotion, hold up against the market, and do not quietly create a legal exposure. Getting comp wrong is one of the fastest ways to lose the people you most wanted to keep.

Compliance judgment, not just compliance paperwork. A coordinator can post the policy. A leader decides how you run a harassment investigation under the Occupational Health and Safety Act, which carries a duty to investigate complaints and incidents under section 32.0.7 (OHSA, 1990), and how you handle a termination so it does not trigger a constructive dismissal or a reasonable-notice fight under the Employment Standards Act (ESA, 2000).
